What is RIBA Stage 0?

RIBA Stage 0 — Strategic Definition — is the foundational phase of the RIBA Plan of Work 2020. Before a single line is drawn, Stage 0 establishes what a project is actually for, what it needs to achieve, and whether it is viable. This is where projects are won or lost.
